Stockley, 36, fatally shot Smith after a police chase stemming from a suspected drug deal on Dec. 20, 2011. Records say Smith, 24, of the 4800 block of Page Boulevard, was on parole for convictions of illegal gun possession, drug distribution and theft at the time of his death.
