It has already happened. I recently ran in a race in upstate New York. There are about 1000 runners. I saw maybe five blacks.

After the race, I did see one black with the big plastic bag collecting bottles.

Great idea,but as you said the blacks would not be able to get anything done.It would just be millions of black babies with no dads and people drinking 40s and smoking newports on the stoop more than they do now.
