Phil Heath consistently "wins" fixed contests decided months , sometimes years in advance , as many Mr. O's before him........the difference is that none have been so obviously NOT the best on stage as Phil. Many enjoy believing that he won , but then on a similar note , many enjoy believing that wrestling is "real". He has been beaten by Kai in 2004 and now not just beaten but completely destroyed by Ramy this year. The internet reflects the change in public awareness of "the fix" - the days of Weinberger's cronyism and corruption are coming to a fast end.

I disagree.  I never liked Jay Cutler's physique.  He always looked like a big blob with little or no separation and detail, everywhere but his legs.  2003 Ronnie for me was the ultimate Mr. Olympia.  Dexter looked great.  Haney looked great.  Samir looked great.  Dorian wasn't my favorite in that time period, Shawn was, honestly, but even Dorian looked better than Cutler. 

BUT I think Phil looks vastly superior to his Mr. O predecessor Jay Cutler.
