They were fired!  And then some f'g liberal judge, IN ANOTHER CITY, overturned the ruling AND gave them back pay! 

Two women, Sandra Smith and Nicole Childress, discovered the victim, 14-year-old Konerak Sinthasomphone, after he had managed to escape from Dahmer's apartment, naked, bleeding from the rectum and heavily under the influence of drugs. They called 911; Balcerzak and his partner Joseph Gabrish were dispatched. Though the Laotian immigrant had been in the country for ten years and spoke English fluently,[1] in his drugged and brain-injured state, Konerak was unable to communicate his situation to authorities. Dahmer found the boy with the police and convinced them that the boy was his 19-year-old lover. Smith and Childress recognized the boy from the neighborhood and were convinced that Sinthasomphone's life was in peril. They communicated this to the officers and tried to save the boy. However, Balcerzak and his partner returned Konerak to Dahmer's apartment, against the women's protests. The officers noticed a strange smell in Dahmer's apartment, which was the decaying corpse of a previous victim in the bedroom, but made no attempt to investigate. Later that evening Dahmer sexually abused, killed, and dismembered the boy.

Balcerzak's and Gabrish's positions and roles within the Milwaukee Police Department were terminated[2] after their actions were widely publicized, including an audiotape of the officers making homophobic statements to their dispatcher and cracking jokes about having reunited the "lovers". The officers had never checked the boy's ID or verified his identity. The officers did not check Dahmer's identification; had they done so, they would have discovered that Dahmer was a sex offender previously convicted for molesting Sinthasomphone's older brother.[3] The city of Milwaukee later paid the boy's family a sum of $850,000 to settle a lawsuit over the policemen's handling of the situation.[4]

Both officers later appealed their termination. Judge Robert J. Parins decided the case and ruled in favor of the officers, allowing them to be reinstated.

MILWAUKEE, April 27— Two police officers who were dismissed for returning a naked and dazed 14-year-old boy to the serial killer Jeffrey Dahmer were ordered reinstated today by a judge who called their dismissals too harsh.

Reserve Judge Robert Parins of Green Bay also awarded the officers about $55,000 each in back pay.

The boy was killed shortly after the officers, Joseph T. Gabrish and John A. Balcerzak, left him with Mr. Dahmer in May 1991. Mr. Dahmer, who killed four others before being caught two months later, said at his 1992 trial that he had fooled the officers by telling them that the youth was his drunken adult lover.

[b]"It is shocking to one's sense of fairness," Judge Parins said of the dismissals.[/b] He was appointed by the director of state courts to hear the case because he is not from Milwaukee County.

Judge Parins said that the officers had made mistakes but that it was unfair to judge them in hindsight. He said they should be suspended for 60 days at most.[/b]

The family of the boy, Konerak Sinthasomphone, is suing the city in Federal court, maintaining that it violated the boy's right to equal protection. They said the police had shown little respect for the community because of its racial mix. The lawsuit seeks unspecified damages.

"They are very confused by the whole thing," Robert Slattery, the family's lawyer, said of Judge Parins's ruling. "They know that their child is dead, and could have been saved."

Police Chief Philip Arreola fired the officers in September 1991. The Fire and Police Commission upheld the firings in November 1992, finding that the officers were guilty of gross negligence. Another officer, Richard T. Porubcan, was put on probation for a year and is still on the force.

Mr. Gabrish, 31, was hired last year as a police officer in suburban Grafton; Mr. Balcerzak, 37, opened a tavern. They said Wednesday they were not sure if they would rejoin the force.

"It would be very difficult to work for him," Mr. Gabrish said of Chief Arreola. "It would be nice if he resigned."

Mr. Dahmer, 33, is serving 16 consecutive life terms for 15 dismemberment slayings in the Milwaukee area and one in his boyhood home of Bath, Ohio.

Yes i believe so but that was directly correlated to the fact that he was more sexually attracted to minorities. In his last interviews he made it a point to say that he never hated anyone. Maybe the cops had the heebie-jeebies because they figured these guys are gay and it was during the AIDS uncertainty, and all that.  But no way they followed procedure if it ended like this.  They shouldn't have allowed it to leave their attention without someone to communicate the truth about the guy who couldn't speak for himself (medical workers, family, whatever).  Taking Dahmer's word that "everything's OK", when they don't even know who he is in the first place, is just sickening.

Even worse, they don't know who the other guy is and that he's a minor who's been assaulted.

Yeah, Milwaukee was once a great American city.  Once.  But you can imagine the incredible nastiness happening in that heat and humidity, with Dahmer creeping around the streets looking for guys to drill into in all sorts of horrifying ways, before eating his experiments gone wrong (with ketchup, I read).

If he hadn't been such a sloppy drunk prone to mistakes, living in that ghetto apartment house, it's crazy to think how far it may have gone.  If he'd been living on a farm, no telling.
