If they had even ran Dahmer's ID they would've found him already a child sex offender for assault on the boy's younger brother a couple years earlier who was 13 at the time.
Milwaukee has a long history of police department corruption and negligence along with judicial corruption, negligence and injustice (see the Lawrencia Bembenek case as an example). It's a shithole and has only gotten worse over the years thanks to all the libs in the the local government and judicial systems. No wonder Sheriff David Clarke wanted the hell out of there.
Maybe the cops had the heebie-jeebies because they figured these guys are gay and it was during the AIDS uncertainty, and all that. But no way they followed procedure if it ended like this. They shouldn't have allowed it to leave their attention without someone to communicate the truth about the guy who couldn't speak for himself (medical workers, family, whatever). Taking Dahmer's word that "everything's OK", when they don't even know who he is in the first place, is just sickening.
Even worse, they don't know who the other guy is and that he's a minor who's been assaulted.
What the hell are they even there for, then?
Then the lady keeps asking, "Are you sure? ... Are you sure?" No, they knew they weren't sure. She got them on that, hard, for eternity.
