In the above link, there's a 36 point explanation of a recent behavioral shift in Broward County Law enforcement attitude towards law enforcement but the initial crux is:

4.The Broward County School Board and District Superintendent entered into a political agreement with Broward County Law enforcement officials to stop arresting students for crimes.

5. The motive was simple. The school system administrators wanted to “improve their statistics” and gain state and federal grant money for improvements therein.

6. So police officials, the very highest officials of law enforcement (Sheriff and Police Chiefs), entered into a plan.

Broward County Law enforcement is suggested to have adopted a "we can't arrest our way out of this" policy to lower crime stats whereby less enforcement of law creates the appearance of less crime statistically but as a result of less consequence of criminal behavior, crime actually increases.

I watched the school assembly and questionnaire piece other night ,my heart feels horrible for the tragedy and all shooting past decade or so...this one got singled out moreso don't know why,i guess someone needs to take stand,these kids were great in there solidarity and the parents too esp who lost a child in the the attack..what I saw was a lot of angry people blaming the nra and its spokesperson there'very beautiful' I may add to answer for this tragedy and she was very truthful and handled it well despite the intense and angry/sad crowd present,they kept saying nra needs to register  or know of mental deficient people who have guns and such,,she got 1 point right saying after 39 times this nut was not every flagged or checked on ...the sheriff was also going on and on and now he feels some heat from his dept on dropping the ball go figure...its not pretty
