What evidence is there that Assad and Putin even did this? What would they have to gain from it given that the conflict there is all but over?
All we have is unverified footage mostly filmed by a propaganda outfit called the White Helmets who have links with pro-Islamist rebel groups.

There is also evidence that the rebel groups in Syria have access and have used chemical weapons.

russia did more to bring about the downfall of isis in syria than anyone else. the US actively encouraged and supported isis because they were helping with the goal of overthrowing the syrian regime until they started cutting off the heads of western journalists. the us was the chief instigator of the syrian civil war.

the only thing any US administration can take credit for in syria is causing one big clusterfuk, as they did in iraq and afghanistan and everywhere else their foreign policy has touched.
