Very high? Yes. But still believable/possible. I have heard similar stories. That is most definitely on the high end, but still possible. There was a CBC documentary about a woman who did 30x 80mg tabs daily.
Opiates are not acutely toxic in the way that, say, cocaine is. The problem with opiates is addiction and overdose. In other words, you could be high all day, and assuming you have a tolerance and are thus not going to overdose, and can afford the addiction, you would be able to do opiates that often.
Opiates are intended for long-term, daily use. There is a reason for that, and that is because they are nontoxic.
I am not condoning opiate addiction - I'm just saying that if you are of the personality type to skirt addiction, and responsible enough to avoid overdose, they are a very "safe" or "clean" drug to do. Contrast that with cocaine, as mentioned above, which gets touched by so many hands by the time it reaches the consumer that it isn't even cocaine at all.
