Rob, let's talk honestly for a minute. Who really cares how muscular someone is? In 2018, muscle mass or strength is really the preoccupation of a few obsessive men in gyms and BB comps, and to a lesser extent people in physically-demanding jobs like construction or oil fields (and even then, less than ever thanks to technology that does the labor for you). It's an anachronism.
I agree that height isn't everything and it certainly is not a factor in how strong someone is, but it IS enough to get you a career in several pro sports if you have enough of it and some basic skill on the court. When's the last time a bodybuilder played in the NBA or Tennis? Even in the WWE, where muscularity does matter to an extent (less than it used to, say, during Hogan's and Rock's eras), all the guys are tall, that's the basic condition for them to be recruited into OVW and from there drafted into the Smackdown or Raw brands. In MMA, muscles are the last thing you want excessive levels of because those guys constantly gas out and lose to leaner and faster guys.
I guess my point is that nobody gives a flying fuck about how muscular Phil is; compared to the tall/wide men in that arena, he's just a short hypermuscular man who could be mistaken for a bouncer or a security guard (not even bodyguard, as those guys are virtually all 6'4" or higher). And like I said, his muscle is bought on a credit card (heavy drug stacks); within 4 months of quitting all those chemicals he'd be smaller than you or me, just like Ronnie is. Nobody is intimidated by Phil's arms or his shoulders or his chest. A LOT of people would be intimidated by a much-older, much-taller and much-wider Mark Calaway or LeBron James.
