This photoshoot opened my eyes about the industry at the time. Tom in a top hat, sunglasses, and a suit with the pants off looking like a stripper on stage. The photoshoot was clearly conceived and planned by a flaming homosexual for publication to a homosexual audience. 
Perhaps you are right or maybe you just have a vivid imagination.
He just looks silly, but his legs were his main feature, so the photo makes sense.
Can't find a current photo or video of his legs, but they aren't likely to still measure 31".
