You do realize that non-citizens are eligible to vote in some cases, right? While non-citizens may not vote in Federal elections, States would be well within their rights to allow non-citizens to vote on State matters and several have done that in the past; beyond that, local governments often allow non-citizens to vote for things like school board, county commission, mayoral elections and the like.

That aside, although the University does have some information that could be used to prevent issuance of this document to those that it knows are not citizens, the simple fact is that it doesn't always know who is and isn't a citizen and I'd argue that it is almost worse to prevent someone eligible from voting from receiving this document than preventing someone not eligible to vote from receiving it. After all, the document at issue here doesn't entitle someone to vote. You can't flash it like some kind of VIP badge to get escorted to the ballot. You must separately register to vote with whomever is the Registrar of Voters in Wisconsin and proof of eligibility to vote is almost certainly going to be required there.

If Trump sees his grip on his base slipping, coupled with recent losses in the midterms, losses in court, in his inability to convince congress to act favorably on his propositions and possibly discourse between he an Melania, he may crack, having a full breakdown.
