The Asians and Indians do it at work very loudly w/ each other in break rooms.
No one cares, they are hard-working engineers pulling in 130K so just normal family people. (They probably ship most of their $$$ home).

Racist is when you think someone is less than you simply because of their ethnic background ...

If someone is aware that you only speak English and starts talking in another language that's just  plain rude ....

But then again, the only country where people get offended for someone being bilingual or multilingual is probably the USA  .
