2020 will be decided on this issue, right now, IMO. His base does not care about the govt being shutdown and the wall and border security are the glaring issues not covered yet from 2018 campaign promises.

Does Homeland Security and the Border Patrol work during the shutdown

If they work, do they get paid?

How about the military. I think they have to keep working but Congress might need to do something in order to keep them getting paid. No big deal. Most people in the military probably won't have any issues if they miss a few paychecks.
