The skeleton crew of Federal workers are only supposed to be doing jobs critical to the security and functioning of the government during a shutdown

There is nothing critical or urgent about a speech which can be delivered in writing or done from the Oval Office so it's absurd to force people to work while not getting paid

Trump only hires the best.  Trump even said “Most people will flip if the Government lets them out of trouble, even if it means lying or making up stories,” he said. “Sorry, I don’t see Michael doing that.”   Trump's attorney has even described Cohen as an "honest and honorable lawyer".  That doesn't sound like a rat.
