The reason he's punting on healthcare IMO is two-fold:

1) There does need to be a bridge, and a solid plan in place before complete repeal.  He was wrong to think that wasn't the case from the get go.
2) He's going to beat the living fuck out of pharma companies.....especially on insulin.  He can't campaign on that.  Too much money from big pharma involved and too many science based and wealthy voters that work in the various fields of health which includes insurance, large hospital dr. office chains, and drug companies....that's a lot of votes to say fuck off to.
