I disagree, and don't think they will have the balls to do it.  There isn't enough public support for it, and like you said the Senate wouldn't approve it anyway......they'd be putting the nail in their own coffin for 2020.  There best play is to let the POTUS election play out, and do their damnedest to retain control of their house to be able to fuck with his second term as well.
