USPS Theft
« on: December 12, 2019, 04:35:34 PM »
I mailed a card with a gift card to my mom for her birthday. She never got it. It was returned to me today and I noticed the top was slit open and looked in the envelope and the card was still there, but the gift card was missing.

Absolutely ridiculous. It could have only been a postal worker as I dropped it off directly at the post office.

Unfortunately, this happens often.

I haven't used the USPS in years. I stopped after I found out they had no affiliation to the federal government, but instead are a private institution. Over the years, I had noticed that their standards of service were very low and their employees were becoming very bitter due to workplace conditions.

Try using UPS or FedEx. They are not perfect, but reliable for the most part. Their employees get paid well, so they probably have less propensity to steal gift cards.

Well, I hope you don't intend to hurt anyone at the USPS.

I can put you in contact with Vince Goodrum regarding your possible legal recourse in this matter.

https://en.wikipedia.org/wiki/United_States_Postal_Service

"Governance and organization

The Board of Governors of the United States Postal Service sets policy, procedure, and postal rates for services rendered, and has a similar role to a corporate board of directors. Of the eleven members of the Board, nine are appointed by the President and confirmed by the United States Senate (see 39 U.S.C. § 202). The nine appointed members then select the United States postmaster general, who serves as the board's tenth member, and who oversees the day-to-day activities of the service as chief executive officer (see 39 U.S.C. §§ 202–203). The ten-member board then nominates a deputy postmaster general, who acts as chief operating officer, to the eleventh and last remaining open seat.

The independent Postal Regulatory Commission (formerly the Postal Rate Commission) is also controlled by appointees of the President confirmed by the Senate. It oversees postal rates and related concerns, having the authority to approve or reject USPS proposals.

The USPS is often mistaken for a government-owned corporation (e.g., Amtrak) because it operates much like a business. It is, however, an "establishment of the executive branch of the Government of the United States", (39 U.S.C. § 201) as it is controlled by presidential appointees and the postmaster general. As a government agency, it has many special privileges, including sovereign immunity, eminent domain powers, powers to negotiate postal treaties with foreign nations, and an exclusive legal right to deliver first-class and third-class mail. Indeed, in 2004, the U.S. Supreme Court ruled in a unanimous decision that the USPS was not a government-owned corporation, and therefore could not be sued under the Sherman Antitrust Act.[75]

The U.S. Supreme Court has also upheld the USPS's statutory monopoly on access to letter boxes against a First Amendment freedom of speech challenge; it thus remains illegal in the U.S. for anyone, other than the employees and agents of the USPS, to deliver mailpieces to letter boxes marked "U.S. Mail".[76]

The Postal Service also has a Mailers' Technical Advisory Committee and local Postal Customer Councils, which are advisory and primarily involve business customers."

This is one topic I am not very sure about. So I'll leave it to folks that know better, as I can be very wrong about the USPS. I was once told by a USPS center manager that they were not Federal anymore after a certain year decades ago and were instead private.

That said, I don't know for sure.

Thanks Vince but don’t have the receipt and as Rob said, it was likely already used, as I sent it November 27 and it just came back to me today!

Easy solution, get a UPS box.

Such a hassle to have to go to the UPS store. Fortunately, I don't live in an easily accessible area and if a stranger comes snooping around he'll be watched like a hawk. Also, packages are left inside the garage in the back where there is a table that is not easily viewed as it is blocked by cars. Then there's the dogs.

But I hear it all the time about people getting their packs swiped right off their porch and in their mail box.
