If I had to guess, Phil has probably made $2.5-3million after taxes + expenses, likely saved $1-1.5million at best and is slowly realizing that he needs to invest his money into vehicles that will allow for passive income for the rest of his life given that bodybuilders have a limited shelf life.

That video is interesting, at about 2 minutes in they start hammering out the details on the lost bracelet from late 2015 - early 2016, and Phil couldn't come up with $45,000, and had to work a payment plan of around $20,000 per year. Phil pays the 20, but forgets the rest. Now here's the question -

1) Was Phil just hiding money from his wife who he was divorcing in 2015?

2) Was Phil so tapped out during those years, he couldn't spare $20,000, despite being a reported multi millionaire?

3) Or did Phil just not give a fuck, and was willing to let an embarrassing story like that get out?

Too difficult to ascertain. If he invested a reasonable portion of his earnings over his career into suitable investments for passive income (think Vanguard style indexes) he could comfortably drawdown nearly 200,000 per year for living expenses without having to worry about the principal ever running out - and this would assume that he never earns anymore money (which is foolish).

As an aside, Cutler seems to be the most business savvy pro out there - I have zero doubt that financially he is very, very comfortable (similar to his frugal guru Aceto)...

If Phil is not business savy, had a bad divorce, paid 30% in taxes, paid Oscar a bunch for the training-guru, lives above his means, steals jewelry, huge drug bill, etc., I can see where he may not be worth that if not done properly. Additionally, Phil earned $400,000 for winning the Mr. Olympia + that prize purse was matched by MuscleTech.  So that was $800,000 right there.  Not to mention, the money he would have made doing guest appearances.
