There's no great way to decipher what someone earns or their net worth based on what they do publicly, but he is a 7x mr olympia in the social media age. Bodybuilding has a limited window of opportunity, but having name recognition is something that is invaluable. It definitely seems like he's been focusing on setting himself up as a brand over the last year and a half.

I could see Phil having earned $10 million thus far, I think $1.2m/year is a reasonable estimate for each Mr. O win.  The problems I see for him are his divorce and his lifestyle.  Who knows how much his wife took him for.  And he seems to be living like someone who doesn't understand that he will only earn like this for a decade or so.
