My girls restaurant got sent one and apparently places all over the US receive them and I can’t figure out what the purpose is.

No one knows. The most common thought is that it's just someone (perhaps schizophrenic) fucking around, much like the people that start chain letters. They're harmless, and seem to target the northwest most of the time.
