Some people/cultures just aren't compatible and should not be mixed.
We got people living in a certain region in the world following certain rules and has been living in a certain way for ages that refuse to change.
Then we have other people with a more open mind and a whole different mindset. Combine the two and chaos ensues.
Swedish culture is what you call "inside-controlled" or "guilt culture", ie the individual is brought up to take great responsibility for his own deeds, not blame himself, not deny.
You are raised to have a bad conscience if you do something wrong.
The individual is brought up to have internal norms that govern behavior, regardless of what others in the group do.
There is no excuse for others to misbehave. Other individuals in their own groups are also seen as responsible for their deeds and they can be criticized for bad deeds.

The Middle Eastern culture, on the other hand, is "outside-controlled" or "shame culture", where what is most important is how the own group views the behavior.
You are controlled more by a risk of being embarrassed than by your own inner sense of what is right and wrong.
Loyalty to the group is very high and contains a number of mutual obligations within a hierarchical structure.
The biggest fear you have is getting ostracized from the group.
If you get away with something that is wrong, you do not have a bad conscience for what you have done but are happy to have escaped.
Group loyalty is so great that one can defend one's group members even in the case of offenses, such as the relatives who show up at rape trials to cheer on the rapists.
