Yes...many opera singers in that range...many vocalists have shifted their voice by an octave or more through training.

Natty or not, 1982 Mr. Olympia Chris Dickerson studied music as a young man and supposedly sang opera.  Here he sings the National Anthem, as he did at other contests:

I think it is possible to train your voice to be more commanding as in deeper and more masculine. It doesn't require steroids. It does require dedication and lots of practice.

What I've noticed is that many men's voices seem to be shallower and higher pitched then they were in year's past. I'm not sure why this is.
