Make him in the top tier - Not the Greatest or Best Ever, Very very Good Yes.

I agree with this

His longevity helped him, you can say the era was a lot weaker like many have said, so he was winning a lot of the small shows and Arnold’s with not much competition compared to the 90’s and early 2000’s
