I'm not defending these two folks. More than likely they created the mess they're in. One thing you said that people so often say or think when they encounter a disabled person is that "they don't appear disabled". Based on that photo they could have any number of disabilities that you can't see. Many people, including me, will see someone park in a spot reserved for the disabled, get out of their vehicle and walk normally into the store and we think to ourselves that they are cheats and liars. Maybe they are or maybe their disability isn't visually obvious to us.
