Yes. The last mass shooting was 1989. 31 years ago. However you can still obtain firearms. It's just a rigorous process.

This guy was determined though. This was well thought out and planned. He bought 2 old RCMP cruisers at an auction and did them up to look like the real thing, as well as dressing himself up in an RCMP uniform. He was prepared and determined.
