My guess is the future such incidences will be ignored. The governor's reopening plan is so complicated that it is next to impossible to know what you can and cannot do. For example stand alone businesses all over the state can open, but malls and shopping centers whether indoors or out, cannot. Some types of businesses are not yet able to open unless they are in a county where it has been approved. Gyms are an example of this. All of the different gyms I can go to are in the Portland Metro area and are therefore not yet allowed to open.
The reopening of these counties and businesses can be revoked if the number of COVID-19 cases increases dramatically. Folks living in the Portland metro areas are advised to not travel outside the are to, for example, get a haircut. Ikea is a stand alone store which is allowed to reopen, but they closed prior to it being required and have elected to delay opening. As of today, no reopening timeline has been announced.
