In Chicago 1003 people have been shot for 2020. Why did this happen? The politicians have hand cuffed the police by providing no backing. All the cops are afraid to act knowing the job they pay their mortgage with and take care of their family can be gone in a heart beat. A cop that knows command staff, politicians, news providers and half of the public won't back them become passive.
In the past in Chicago if a squad car saw a group of 15 guys on a street corner at 2AM on a summer night they would stop and frisk them. If they found drugs, guns or active warrants they would arrest them. The rest they would tell them to get lost. Now, Cops in Chicago if they even talk to hoods on a street corner have to write a detailed report. What do they do now? They drive by putting miles and smiles on their faces waving at them. The guys on the street corner now pack guns, deal drugs, run numbers and prostitution. A cop that know the politicians, command staff and the media will fry them for any perceived wrong move are going to be reactive instead of proactive. They get paid the same if they are cleaning up he streets or playing a game on their phone.
