A saw a similar meme like this posted around 2015, or a little earlier, and I remember it just showing what Canadians can make living off social assistance. And permanently. It was pretty appalling. It just makes me wonder why anyone even works at all, sometimes.
I did a search for your OP to learn a little more, and it does appear that a staggering one-time relocation/settlement payment was made to each Syrian refugee family, with one large payment of $25,000 being made right off the bat!!

TRANSLATED: WE KNOW CANADIANS WOULD BE APPALLED BY THE ACTUAL MONTHLY PAYMENT GIVEN TO REFUGEES, SO LET'S HIDE BEHIND VAGUE LANGUAGE STATING A FIGURE THAT IS "estimated" [
By WHOM? Or by what organization?!], and then ends the sentence with a statement that implies that the aforementioned figure basically means nothing [and is probably way off.
