Good question. Not to foilhat but the level of persistence and organizational sophistication required to carry off something like CHAZ indicates that it's a structured insurgency.

Something like Occupy I find believable as a spontaneous groundswell. People turned up, wouldn't leave, couldn't distill their collective goal to a succinct mission statement, and hadn't considered where anyone was going to poop. CHAZ certainly required popular dissatisfaction and impulsive gatherings of the Occupy variety, but it's implausible that no executive element existed given the cohesive nature of the action.
