As a former jarhead myself, I want to respect him, but he put himself in deep shit.
Hopkins served in Afghanistan and works as a US postal worker, so you want to believe him.
However, like most of the 2020 ballot fraud claims, it fell apart when put under scrutiny .

I think he came fwd with a baseless claim that sounded good, but lacked any credible proof .
If none of the suspect ballots line up with his claim, it falls apart.
Upon investigation he was backed into a corner and had to admit the truth.

Now, he feels embarrassed and wants to salvage what's left of his reputation with the media.
If his claim was credible, he'd have provided some evidence that would hold up in court.

Perhaps, he got caught up in the PA election hype and wanted his 15 sec of fame?
