No kidding. Why would he choose to take blood pressure medication if his blood pressure was normal? That's like deciding to have chemo and radiation even though you don't have cancer. 
Depends. Ideally it's 120/80 or lower. Here in Europe they are fine with say 135/85 but it's not ideal, in the US it's stage 1 hypertension if I'm not mistaken.
And if you're a juice or just "heavy" it might be smart to keep BP at 120/80 which is hard for many or most.
Some of the meds have other potentially beneficial metabolic effects, like an ARB like Telmisartan.
I know US HRT clinics prescribe daily low dose tadalafil for BP lowering as well as the sexual effects.
I wish I had been on some of these drugs for the past 20 years, I now have LVH like many or most juicers.
