The California measure originally included trigger language that said the state would only redraw its congressional map in response to a similar move by a Republican led state. However, legislators removed that language before voters went to the polls.
Republicans have taken legal action against California's drawing new congressional maps. California and Texas are only two of the four states which have enacted redistricting. It is in process in three additional states and being considered in many more. In seven of these states the changes favor democrats while in eight they favor republicans.
The Supreme Court will look at each state independently. It would issue specific rulings based on the legal challenges brought before it, primarily focusing on whether maps constitute unconstitutional racial gerrymandering or violate the Voting Rights Act.
