See this is where it gets hairy.  He went to these places before as a customer and was in sex rehab as well.  So proving intent is hard.   As far as I am concerned they should just tell the Korean community they are releasing him at a certain time and let them slice his ass up into a million pieces abs feed the remains to rats and insects.
