Its literally the same exercise the PT does on the other shoulder and PT did with me 30 years ago and I have been doing for 30 years I do them standing on my side on my back and overhead etc now its nonsense ok whatever you dont know shit about fuck
Then they don't know shit about fuck. We all know YOU don't. If you have been doing that for 30 years you've been doing them wrong.
If you stand, elbow bent at 90 degrees, upper arm pressed against body, and move the forearm outwards (external rotation) with a dumbell, that does NOT focus on the infraspinatus and teres minor (the damn muscles for external rotation). The tension is on the fucking bicep you trollop. You may be helping with SOME scapular motion but is NOT a direct external rotation exercise.
If your current PT has you do shit standing with the arm bent and moving arm out they are probably doing so to help stretch the pec tendon as it helps with internal rotation and thus moving external will help stretch the tendon.
PLEASE show me how you can do EXTERNAL ROTATION OVERHEAD with a dumbell.
