Well their official reason is they're fighting militant islam on a global scale. Al-Qaeda was responsible for 9/11 and Bin Laden was in Afghanistan. They don't want strong muslim countries anywhere. What they really want is Iran but they want you to fight it for them. 9/11 was a great thing for Israel as Netanyahu and other leading Jews said just after the attacks. It meant the US would attack Israel's adversaries as well as Israel being given even more leeway in repressing Palestinians.

Of course there is the political theory that for a country to be politically stable there needs to be an enemy, even if it has to be in large part invented. I said I don't know one way or the other wrt to this particular claim. They all lie, the US government does not acknowledge their bioterrorism research so why would Fauci?
