Royalty, an unappreciated and under-quoted scene is when Chip is speaking to Robin via phone line. He plants the seed that something is wrong with Steven and does it very convincingly.
“I feel kinda weird calling you. It’s just aaaa I’m kinda worried about Steven.”
“Something isn’t right. Doesn’t seem like himself lately.”

Larry Tate Chip Douglas was a master of psychological warfare (don’t dig too deep)
Chip Douglas had cops on his payroll, and he was easily able to get Steven tossed into jail. He even faked his way into the jail as he pretended to be Steven’s attorney LOL. That is impressive when you think about it. 😂
And like you said, as soon as Steven got home from jail, Chip was already there, waiting to continue the mental torment 😂. Chip even set up it up so Steve would assault him in front of Steven’s family.
