Riders would want to get bigger because force equals more power on the pedals but it’s at a cost of slower acceleration and then earlier fatigue. There was a period there where track sprinters wouldn’t even want to ride a full lap because they’d burn up, they do the fucking around for as long as possible not just for drag reduction but to keep torque in their favour. They’d want to be accelerating across the line, not maintaining top speed.
