That distortion line is more likely stray hair in the foreground. Where the colour appears to change is where the hair is too thin to see and/or too light in colour so is out of focus.
Also if you look at her hips, her weight is slightly shifted on to the leg you highlighted. That would explain why it all looks anatomically incorrect.
The picture is unflattering, or rather does her no favours. The pose, angle, hair, panties. It's all a mess. Much easier to take a better pic than photoshop this mess.

Hmm i would not say so, it does her some favors because of the shadow her waist appears to be smaller.
But you are right it would make no sense to photoshop a picture in such a bad quality,
just funhouse mirror + lighting tricks.
