The billboard has been up since last week in Union Township, a town of roughly 60,000 people about 12 miles west of New York City.
Under the title it reads: 'A new film- coming soon!'
New York-based activist Neil Harrison said he's paying for the billboard to promote the documentary film he's producing.
Harrison said he paid about $1,000 to put the anti-Trump billboard up on Morris Avenue in Union Township.
While the movie is mentioned on the billboard, he said that the sign is more about spreading his message against the president.
'Manafort was convicted. Cohen's giving up everything he can, and we're hoping that Trump is next,' Harrison told News12 New Jersey.
'Basically that's what we are out here for. I'm an activist and that's what I do. And we're trying to drum up some real support here.'
Harrison says that he chose to put the billboard in New Jersey because New York City does not allow political messages on its billboards.
Township spokeswoman Natalie Pineiro said on Tuesday that people began noticing the billboard late last week and that she returned to work on Monday to find 'dozens' of voicemails from residents.
Ms Pineiro said there were more than 100 comments on the town's Facebook page.
The response has been 'overwhelmingly negative,' Pineiro said. She added that she wasn't sure how long the billboard was expected to stay up.
'Residents, it’s come to our attention that a potentially offensive billboard has gone up on Morris Ave promoting a documentary about the President,' a post read on the Union Township Facebook page.
'We wanted to take this time to remind you all that while we take these matters very seriously, billboards are privately owned and as such the Township of Union has no authority or or role in approving what goes up on each of them.'
Opinions among county residents were mixed.
'What a shame to insult the President and the office of our country,' one woman wrote.
'Can’t believe people are offended by a billboard but not Trump’s actions that are considered disgraceful, appalling, and criminal,' another person replied.
