I don't believe April 2nd was a firm date, more like an optimistic wish.
As you will see below, closure dates have changed many times in the past couple of weeks. You are probably right about the April 2nd date being originally being an optimistic wish.
Oregon's Governor Brown originally announced schools closures on March 12, 2020 until March 31, 2020. On March 17th the closure was extended to April 28, 2020. On March 31, 2020 it was announced by the Department of Ed that schools would likely remain closed for the remainder of the year. On March 17th Governor Brown issued a 'Stay at Home' directive. The federal government can only recommend closure dates. States can accept those recommendations or not.
