They close the GGB down when winds are 55mph and higher

It's true.

Suspension bridges have to move so they don't break and fall apart.

Even the more rigid concrete and steel bridges have a small amount of flex in them.

All large structures do.

Big stadiums will flex a little when everyone starts jumping during a sporting event or concert.
