This is the answer. It sounds like the type of arrangement that crackheads, etc.... get here in the States as side jobs. They do odd jobs for a few hours, and in turn they get a few bucks, etc.... It's more common than people think.

when I was doing security at an adult entertainment center  - there used to be homeless  people who would hang around and pick up used cigarette butts around the property- we started giving them 6 packs of beer to clean the parking lot of trash, gave them some brooms  - soon they started passing out in the dumpster - I emptied a trash can full of liquor bottles on one of them one night by accident and they woke up in joy - some people have diff priorities in life
