This is a psychological effect of having one's freedoms taken away by authorities. The initial resentment of being told what to do turns to compliance, and finally living through the dictator, and enjoying when the dictator "cracks down" on free citizens.
Russians initially cheered freedom after the end of the cold war, and Putin's approval rating was in the 30% range in the late 90s..
Over time, as Russians realized freedom was a myth under Putin, his approval numbers ROSE, where they now stand between 60-80%.
You'll hear Russians say things like "Putin will put you in line and teach you a lesson" when there are protesters in Russia demanding freedom.
Even prisoners will hate their loss of freedom initially, but over time will love their prison gang, the strict rules, and attack anyone who dares to be free in prison without compliance to gang rules, as prison is a dictatorship of thugs. Even prison guards form gangs.
Weak people seek authority. And authority LOVES weak people.
