Some thoughts on the two tracks of who gets on the trains first. There is an argument for non-Ukrainians to have a second priority. In general, they have homes in other countries to teturn to as opposed to Ukrainian mothers and children who are separated from fathers who have stayed to fight. Plus, at least at this point in time, the non-Ukrainians are mostly around Lviv and the Polish border where there is little direct risk to their lives. The rub is when the segregation is done exclusively on skin color (as opposed to some sort of interview process). In this chaos, that is probably the case.
