What Russia lacks in planning and proficiency, it makes up in barbarity and utter disregard for humanity. War is hell, but almost all advanced nations try to keep it within some bounds of decency. Russia is an outlier. For it, the cruelty is the point — and the reflexive practice.

The U.S. can't criticize Russia about this stuff.

Total War is a thing.

U.S.  war atrocities:

Dresden firebombings
Hiroshima and Nagasaki nuke bombs
Vietnam B-52 carpet bombing and use of Agent Orange

Britain also had many instances of brutal atrocities in its past.
