As one local Woman said, these were Mexican Men who handled this exactely as they would have in Mexico...let the shooter finish his shooting, then rush in and claim victory...There is a cultural factor here.

The Cops in Mex are so underpaid that they absolutely will not put themselves in danger. And they are very open about it.
There was a hostage standoff in Juarez last year, the Cops on scene just left and went home.
Said it was the military's job to do these things.
On Easter of this year a massive slaughter of people happened by a cartel. They were targeting a police Captain that had recently arrested a high-ranking cartel member. They slaughtered 40 people on Easter morning.
The Cops didn't even show up to the scene for over 2 hours. The Mex National Guard had to handle it.
