Arnold had 23'' arms at 6'2'' while Hulk Hogan had 24'' arms at 6'7'', so yeah Arnolds arms actually look bigger

Hulk was never bodybuilder big, he was just a big man. Pretty crappy physique compared to some others in WWE.

Hulk Hogan was a big man, but he was never built for bodybuilding.

What he had was great height and sheer mass/size. I met him once when I was a kid back in the 80s and he looked enormous. He was not sporting low bodyfat and would certainly look like a bloated mess on the bodybuilding stage, but for what he was doing it for (WWF wrestling), it was perfect. He honestly looked like one of those guys on "The World's Strongest Man" competitions, especially during the 80s. He would have also towered over any IFBB pro, as they were typically short.

Hulk never got into contest shape. Had he, he may have given Haney some sleepless nights. Give HH a year to focus on bringing his legs up and there really is no telling what he could have done. The man was Heavyweight Champion of the world for almost a decade.
