At the very least, Lou dyes his hair, judging from how white is beard is. He implied his hair was natural, in an interview with Dave Palumbo. But this clearly isn't the case.

These types of police appointments are mostly fun community service type things though. Lou does a DARE presentation, urges you to get your dog spayed or neutered, etc.....
