Who’s hiring the them? Do they show up with a group and have one spokesperson?
Just to add on to what Christopher said, it's similar on the lower end here in the NE. The very low end are the Home Depot parking lot pick up guys. They usually have one guy that speaks passable English, and he acts as a gang boss, you explain what you need and he helps pick out the guys.
On mid-sized projects, it's similar, but the crew is more cleaned up, and might even be part of an established company. The English is a bit better, and if you press, sometimes they give you a "family" type story, and no really gets too mean about it because you want them to do good work, etc.....
You hardly ever see a white or black guy unless it's plumbing, engineering, or electrical. About 20-30 years back, you'd see illegal Irish handling some of these jobs, but most repatriated during Ireland's tech boom.
