Provides another reason to force businesses to shut down.

The govt has actively allowed looters to not be touched. This is not a cultural thing but the govt trying to force businesses to shut down from those areas by providing a legal framework that allows it to happen.

It’s much easier to blame a race on a business closure than allow people to see inflation and deglobalisation caused it.
